i dont understand. good art vs bad art

I encourage open-mindedness and not excuses for bashing people over the head.
What is good art vs bad art?

Isn't what is "good" and "bad" just an opinion of the viewer?
Is it based on skill level? Because all beginners start out needing lots of improvement. I think one never stops improving their art. So should it be "good according to how many drawings one has made?". But who is to determine that scale?

What are the limits of art?
For example....aligning a stack of *random objects* together into something aesthetically pleasing to the "artist"? Or does it have to be a popular medium? i.e. painting.

Is it how much effort you put into your art? Some REALLY nice shots (to meh) were just spontaneous photographs that ended up aesthetically pleasing.

Oh...is aesthetically pleasing the definition of art? I draw a lot of things that are absolutely ugly to other people. Amputees, burn victims, usually things that remind them of death (something I think isn't taken seriously enough in society but that's a really long story and it will probably offend you a lot), distorted features...etc. None of that stuff is aesthetically pleasing to a lot of people, but when I look at them I think they're gorgeous.
I don't think that's the definition...

I also don't take what is and what isn't art very seriously.
I am curious of what everyone thinks...I've heard some pretty harsh things..."People who draw anime are not artists." That's stupid. I don't like anime either (with exceptions) but why is drawing big eyes/tiny noses/spiky hair much different than other cartoon characters"? Well I know its just a response to immense (and yes...annoying but we have ways of ignoring it) popularity.
